Anna Garcia joined ProVets Consulting Group in July 2025, serving as a Senior Advisor on energy and environmental issues. Anna possesses comprehensive experience and expertise in the development and execution of energy and environmental policies and programs at the federal level in partnership with state and local entities. In her current role, she will provide strategic guidance and advisement in these areas to ProVets clients and stakeholders.

 From 2012 to 2023, Anna served as a Director at the U.S. Department of Energy (DOE), overseeing programs focused on partnering with state and local governments to promote energy affordability and achieve significant energy and bill savings by scaling the deployment of energy efficiency and renewable energy technologies in homes, businesses and communities nationwide. During this period, she directed over $15.0 billion in grants to more than 2300 state and local government agencies that went to work in communities weatherizing millions of low-income homes, retrofitting thousands of buildings to become more energy efficient, and installing renewable energy systems across the country.

 Earlier in her career, Anna served as the Executive Director of the Ozone Transport Commission (OTC), providing leadership and operations management to its members, comprising the Environmental Commissioners/Secretaries and Air Directors of 12 Northeast and Mid-Atlantic states and the District of Columbia in formulating regional air quality policy while balancing individual state’s priorities with regional needs, as well as developing and achieving OTC strategic aims. Prior to this time, Anna served as the Director of Operations and State Programs at the Global Environment & Technology Foundation (GETF), where she and her team developed and managed projects funded by the U.S. Department of Energy, U.S. Environmental Protection Agency and private foundations, including the Energy Foundation. These projects focused on collaborative state-based initiatives to institutionalize the integration of energy, environmental and transportation policy and activities among state agencies.

Anna holds a BS degree in Biological Sciences from Princeton University, and a Masters in Business Administration from George Washington University.
